A meeting can be busy without changing behavior: The monthly standardization session has good attendance and lively discussion. Two weeks later, instructors are still using different definitions of "independent" and different sources for the same task.

A productive meeting ends with calibrated decisions, owners, and controlled changes - not just conversation.

A productive instructor standardization meeting aligns the sources, objectives, grading definitions, instructor-assistance language, evidence, handoffs, and follow-up actions used across a flight school. It should not try to make every CFI teach with identical words or personality. The goal is for instructors to understand the same training target and explain the basis for their assessment consistently.

Part 141 boundary: A staff meeting does not automatically satisfy the instructor briefings, proficiency checks, or other requirements of 14 CFR 141.79. Under that section, instructors assigned to an approved flight course must review and receive a briefing on the course objectives and standards before training students and complete the required initial and recurrent proficiency checks. The school must follow its approved course and authorized process.

Why standardization needs more than a policy manual

A written syllabus cannot resolve every difference in application. Instructors may still disagree about:

  • which source controls a maneuver or procedure;
  • whether an ACS tolerance is a lesson objective, a final standard, or a safety limit;
  • what "satisfactory," "developing," or "independent" means;
  • how much prompting is compatible with a lesson grade;
  • how to interpret a score or flight-data trace;
  • when a student should go around or discontinue a maneuver;
  • which instructor technique is required and which is optional;
  • how to document an intervention or handoff;
  • what belongs in the official record;

Without calibration, instructors can all believe they are following the same program while giving students different targets.

The regulatory and instructional foundation

For Part 141 schools, several requirements provide the foundation for standardization:

  • 14 CFR 141.55 requires the approved course to include detailed lesson objectives and standards, expected accomplishments and standards for each stage, and the checks or tests used to measure those accomplishments.
  • 14 CFR 141.79 requires assigned instructors to receive a review and briefing on the course objectives and standards and to complete initial and recurrent proficiency checks.
  • 14 CFR 141.85 makes the chief instructor responsible for instructor proficiency, required stage checks and end-of-course tests, and training techniques, procedures, and standards acceptable to the FAA.
  • 14 CFR 141.37 defines qualification, designation, approval, and independence requirements for check instructors.

Part 61 schools may also benefit from a structured standardization program, but they should not describe internal meetings as an FAA-approved Part 141 process unless that is actually true.

The FAA Aviation Instructor's Handbook adds instructional principles involving objective assessment, known completion standards, learner-centered critique, professional responsibility, and deliberate lesson planning.

Step 1: Set one meeting objective

Do not make the agenda a list of every issue in the school. Choose a decision the meeting must produce.

Examples:

  • Align the normal-landing grading standard and assistance vocabulary.
  • Calibrate stage-check recommendations for a defined course stage.
  • Standardize instructor handoff content.
  • Review a new course or syllabus revision.

  • Define the school's go-around decision gates and documentation.
  • Resolve conflicting short-field landing techniques by checking the POH/AFM, approved course, and expected outcome.

Step 2: Confirm the source hierarchy before the meeting

The meeting should not vote on a requirement that already has a controlling source.

Use this order:

  1. Current regulation, authorization, and FAA approval.
  2. Current POH/AFM, limitation, approved checklist, and aircraft procedure.
  3. Approved Part 141 course or applicable ACS standard.
  4. School policy, SOP, lesson objective, and completion standard.
  5. Instructor technique and coaching language.
  6. Evidence and data used to assess the result.

When two instructors disagree, first determine whether they are using different sources or merely different acceptable techniques.

Step 3: Prepare anonymized calibration cases

Use two or three realistic examples tied to the meeting objective. Remove personal identifiers and unnecessary student details.

A good case includes:

  • the lesson objective and standard;
  • aircraft and conditions;
  • level of instructor assistance;
  • the student's sequence and first meaningful deviation;
  • risk-management result;
  • available recorded evidence;
  • what the data cannot establish;
  • the original grade or conclusion, if the school permits blind calibration;
  • the question instructors must answer.

Avoid cases selected only because the answer is obvious. The greatest value comes from examples where reasonable instructors may initially differ.

Step 4: Have instructors rate the case independently

Before discussion, each instructor should record:

  • the controlling source;
  • the grade or completion decision;
  • the level of student independence;
  • the first meaningful deviation;
  • the highest-priority risk or performance issue;
  • one correction for the next attempt;
  • what remains unknown.

Independent ratings reveal whether the group is truly calibrated. A discussion that begins before ratings are recorded can create artificial agreement.

Step 5: Compare reasoning, not only the grade

Two instructors can choose the same grade for different reasons, or different grades while agreeing on the evidence.

Ask:

  • Which standard did each instructor apply?
  • Did anyone treat an instructor technique as a regulation?
  • Did anyone ignore the amount of prompting?
  • Did the group weigh a numeric tolerance more heavily than a risk decision?
  • Was a calculated value mistaken for a direct measurement?
  • Did an instructor infer coordination, checklist use, or intent from data that did not record it?
  • Did the lesson objective require independence, recognition, or transfer that the grade did not capture?

The discussion should make the reasoning visible enough that a future instructor can apply the same framework.

Step 6: Calibrate instructor-assistance language

A school should define what common assistance terms mean.

For example:

Independent

The student completed the objective without an instructor question, direct cue, demonstration, or control input beyond ordinary monitoring.

Question-guided

The instructor asked a learner-centered question that led the student to recognize or explain the issue without specifying the corrective action.

Direct verbal cue

The instructor identified the required action or decision.

Continuous coaching

The instructor supplied repeated sequence, control, or decision guidance throughout the task.

Demonstration required

The student needed an instructor demonstration before the task could continue productively.

Control intervention

The instructor made or directed an immediate control input to protect safety or recover the aircraft.

A school may use different terms, but it should define them and connect them to lesson grading.

Step 7: Standardize data and score interpretation

Step 8: Turn the discussion into controlled decisions

Each meeting should produce a short decision record.

For every agreed change, state:

  • the decision;
  • the controlling source;
  • the owner;
  • the affected courses, lessons, rubrics, examples, and product settings;
  • the effective date;
  • how instructors will be notified or briefed;
  • whether a syllabus, FAA approval, school policy, or product change is required;
  • how the school will verify that the change was implemented;
  • when the topic will be recalibrated.

Do not let an instructor comment in a meeting silently change the approved course.

Step 9: Update the training system

After the meeting, review all places where the old standard may remain:

  • approved or controlled course documents;
  • lesson plans and grading rubrics;
  • instructor guides;
  • stage-check forms;
  • handoff templates;
  • simulator scenarios;
